The same record carries attribution "Labor & Industries" with attributionLink https://secure.lni.wa.gov/verify/ — that is the publisher's declared credit STRING, a community norm under PDDL, not a licence condition. Recorded so a ruling may choose to render it voluntarily; attribution_required stays false because the licence does not require it.
